You are right cephalopod, why are there 2 waters tribe council members? Non benders don’t have a counselor either but that’s prolly because they don’t have a nation. Each counselor should represent benders and non benders alike.

Issues with Legend of Korra

I don’t like the other council members. Not that there is much to dislike; they are all sheep. They don’t have any backstory and therefore they do not play into the intrigue of the story. It’s practically a given at this point that they will side with whatever Tarrlok decides.
All it would take would be a little introduction to each one and the state of the countries they represent.

Also, how did they get the car off the island (if it was indeed on the island) or if it was back at the mansion, how did they get back to the mainland and wouldn’t the mansion be on lockdown to prevent Equalists from gaining access?

Of course they could have taken a ferry/put the car in a ferry, but…
